About

An experienced business litigator with particular experience in the area of construction law, Michael is highly committed to clients and to public service. Clients rely on his steady hand at all stages of litigation in both state and federal courts, and at arbitrations and administrative hearings. Actively engaged in numerous bar associations and nonprofit organizations, Michael has won several awards for exemplary service and leadership.

He represents clients in a variety of business litigation in Maryland state and federal courts and in arbitration. This work includes prosecution and defense of owners, officers and directors in breach of contract claims, shareholder derivative suits, receiverships, and corporate dissolutions. Michael also advises firm clients on employment contracts and disputes. He is relied on for his ability to effectively manage complex cases from start to finish, and for his knowledge of the county, state and federal court processes.

Michael also represents general contractors, subcontractors, developers, and owners in resolving construction law disputes, including delay, impact, and defect claims, as well as payment and mechanic’s lien disputes. He also acts as outside general counsel to construction businesses on issues such as funding, land use, bidding, and contract negotiations. Michael has co-authored the firm’s Maryland Construction Law blog since 2009 and has served on the executive board of the Baltimore chapter of the American Association of Subcontractors. 

Michael has been repeatedly recognized for his legal acumen, and for his contributions to public service and the legal profession. He has received numerous awards, including The Daily Record’s Leadership in Law Award and the Maryland State Bar’s Edward Shea Jr. Professionalism Award. Creator of the One Bar | One Community public service program, he has held leadership roles in the Maryland State and Baltimore County bar associations, and currently serves on the board of the Maryland Bar Foundation and on the executive board of the Baltimore County Bar Association. Michael has been selected to the Maryland Super Lawyers and Super Lawyers Rising Stars lists for eight consecutive years.

Representative Matters

Business Litigation

  • Secured large judgment on behalf of magazine owner in breach of contract action against confirmed buyer of core assets
  • Represented 50% owner of brokerage company in dispute with partner, including breach of fiduciary duty action and successful corporate dissolution
  • Obtained summary judgment in major payment dispute on behalf of medical staffing company
  • On behalf of homeowners’ association, successfully defended declaratory judgment related to covenant enforcement, winning trial in circuit court and prevailing at Maryland Court of Appeals
  • Provided comprehensive litigation support in preparation for defense of staffing company in wage and payment case
  • Represented a variety of Maryland businesses in securing and maintaining state Minority Business Enterprise certifications

Construction

  • Represented electrical subcontractor in delay, impact and acceleration claims on large federal government renovation project
  • Successfully defended a subcontractor in arbitration against contractor’s bid withdrawal claims on a local government emergency management project
  • Handled more than 35 mechanic’s liens for contractors and subcontractors in projects ranging from small tenant fit-outs to large-scale commercial building initiatives
  • Prevailed on bid protests for a subcontractor in connection with county school and federal museum construction projects
  • Successfully resolved more than 100 payment disputes for contractors – ranging from fire protection to grounds maintenance to design professionals – through private negotiation and litigation in Maryland courts
  • Provide ongoing counsel to multiple regional construction companies on contract negotiations, contract review, and litigation avoidance techniques
